His appointment came into effect in July. He took up the challenge after working
as Acting General Manager: Housing Administration and Property Management in the Department of Local Government and
Housing from October 2008 and July 2009.
As Municipal Manager, Mr. Masingi, who is affectionately known as "Magic", is the municipality's Chief Accounting Officer.
Mr. Masingi - who holds BA Admin and BA Admin (Hon) degrees and a Diploma in State Finance from the University of the North
(now the University of Limpopo) - started his career in the public service as a Grade II Clerk shortly after matriculating at
Shingwedzi High School in 1974.
He steadily worked himself up. After a short spell as a Grade II Clerk, he was promoted to the position of Grade I Clerk and later
appointed Assistant Director: Land Administration. He also worked as an Administration
Officer in the Town Manager's Office in Giyani. In 1990 he was appointed Manager: Land Use, and became Senior Manager: Development
Planning in the Department of Local Government and Housing. He served in this position for two years, after which he was appointed
Senior Manager: Housing Support.
Mr. Masingi also worked as Senior Manager: Credit-linked, Project-linked and Social Amenities.
Imbued with immerse administrative and management skills, he also holds several certificates in Infrastructure Partnership for
Local Economic Development, Service Level Agreements and Investment Appraisal and Risk Analysis. An active member of the Ike Maphoto
branch of the African National Congress and a member of the Lutheran Church, Mr. Masingi is deeply involved in many community issues.
