Mayor's Profile


Cllr. Angy Ramaipadi was born in 1961 at Burgersfort. She got married to the Khosa Family in Mhinga Village and moved to Giyani in 1989.

She started teaching at Kgahlanong high school in 1984-1989. She taught at Sukani Primary from 1990-1999. She voluntarily transferred to Giyani Comprehensive School in 1999 and taught there until 2006 when she resigned to a full time position as a Mayor.

She has been an active member of SADTU since its inception. She worked on part time as:-
  • An ABET Educator at Kgahlanong High School in 1985 - 1987.
  • A lecturer at University of the North (Giyani Campus) in 1995 - 1998.
  • Tutor in UNISA ABET Institute in 2000 - 2002.
  • UNISA Provincial Co-ordinator in 2000 - 2006.
  • She is the Chairperson of Black Management Forum (BMF) Giyani Branch.
Cllr. Angy started learning about politics at High School Level. She became actively involved in the ANC after its unburning in 1990. She served in various structures of ANC such as:-
  • A Member of Executive Committee of Giyani Branch in 1996-1999.
  • A Deputy Chairperson of the ANC Women’s League in Giyani Branch from 1997-1999.
  • A Chairperson of Kremetart Branch of the ANC and ANC Women's League in 2000.
  • A Member of John Mathonsi Branch of the tree.
  • Chairperson of ANC Women's League at John Mathonsi Branch from 2001 to date
She was an Electoral Officer during the First Democratic Elections in 1994 at Mavalani. She was a Party Liaison Committee (PLC) Member for the ANC in 1999 and 2004 Provincial and National Elections. She was the Head of Gender Unit and the Chief Whip of the ANC from 2000-2006 in Greater Giyani Municipality. She is now the Mayor of Greater Giyani Municipality.
Responsibilities
  • Mayor is entitled to receive reports from committees of the municipal council and to forward these reports together with a recommendation to the council when the matter cannot be disposed of by the mayor in terms of delegated powers
    • Identify the needs of the municipality
    • Review and evaluate those needs in order of priority
    • Recommend to the municipal council strategies, programmes and services to address priority needs through the inter grated development plan. And the estimates of revenue and expenditure taking into account any applicable national and provincial developments plan
    • Recommend or determine the best way including partnership and other approaches to deliver those strategies programmes and services to the maximum benefit of the community
  • The mayor in performing the duties of office must:
    • Identify and develop criteria in terms of which progress in the implementation of the strategies programmes and services referred to in subsection can be evaluated including key performance indicators which are specific to the municipality and common to local government in general
    • Review the performance of the Municipality in order to improve:
      • The economy, efficiency and effectiveness of the municipality
      • The efficiency of credit control and revenue and dept collection services
      • The implementation of the municipality by -laws
    • Monitor the management of the municipality's administration in accordance with the directions of the municipal council
    • Performance such duties and exercise such power as the council may delegate to the mayor in terms of section 32
    • Annually report on the involvement of communities and organizations in the affairs or the municipality
    • Ensure that regards is given to public views and report on the effect of consultation on the decisions of the council
  • The mayor must report to the municipal council on all decisions taken by the executive Committee.
  • The mayor must perform a ceremonial role as the municipal council may determine
